a deal isn't reached. reporting live in danville. amy hollyfield, abc 7 news. amy, thank you. happening today in the east bay, classes will resume at richmond high school one day after they had to cancel class because of a power outage. the school will be on a modified schedule. meaning classes start at 10:00 this morning and go until 2:30 in the afternoon. school leaders say that the crews should have the equipment at the outage repaired before the students make it to class this morning at 10:00 a.m. >> that sign, no lights, no school. effective. but -- >> straight to the point. >> really was. maybe they didn't have enough markers. it's 4:30. just waking up to us, here's a quick look at weather and traffic. >> just another sign of the shortage in funding for schools. no markers, huh? here's a look at what's going on. lipl 7. you can see through the santa cruz mountains on the summit, we've had light rain. that's the key.

learned a federal judge wants to prohibit pg&e from issuing dividends to investors until it does more to prevent more wildfires. it's the latest development in the ongoing core battle involving the utility. as we've reported, the judge overseeing the probation for the san bruno pipeline explosion ordered the company to trim or remove trees so they don't fall on to power lines and spark wildfires. pg&e says that order is too costly. here's some reaction from santa clara law professor from katherine sandoval, a california public utilities commissioner. >> i am hoping for an attitude change in pg&e. they have come back a couple of times and said this is impossible. this is overly ambitious. >> a final decision on the judge's order is expected next month. in the north bay, a beloved santa rosa restaurant that burned in the tubbs fire is starting a new chapter. sweet teas restaurant is opening

first, this is his peerian boulevard, union city boulevard. the eastern side of san mateo bridge. the eastern side of the dumbarton bridge. it's wet through alvarado, niles and union city. all those areas right now, the slickness enhanced because of the wet weather. in the afternoon hours, we'll see a peek of sunshine through the clouds. you'll need the sunglasses from time to time. 54 to 56 degrees. ten degrees cooler than average. tonight will be a cooler one moving forward. lakeport, freezing cold at 32. a lot of 30s in the valley. the rest of us in the low to mid-40s. future radar, at 7:00, you can see a green on the map for us. yellows do show up. we could have morao rain. very quick. a slight gust of wind with those. a little bit of a whiff of heavier wind. by 6:00, most of the yellow is gone. a few again around mt. hamilton.

i know everybody is getting cab infever, wants to head outside. tomorrow it will be breezy. it will bring increasing sunshine. notice the temperatures, there will be a chill in the air. 52 to 56. drizzle tomorrow. saturday morning, then it turns into a steady, slow rain the rest of the day. it will be 52 to 54. increasing sunshine for sunday. still a little chilly. 55 to 57 degrees. in the east bay, a developer is pushing to build up to 2400 homes in brentwood. it would cover 800 acres north of balance for road. the east bay times reports about 80% of the homes would be for seniors. the development would be phased in over several years. it calls for a ballot measure to expand the urban limit line. that urban limit line limits the area where housing in the city can be built. it's a first in the history of space and a giant leap for women everywhere. nasa says an all-female crew will conduct a spacewalk on
